download that software http://sratim.ftppro.hop.clickbank.net/ and install.

If you are running Windows go to Control Panel > Add/Remove Programs > Add/Remove Windows Components and select Internet Information Service (IIS).

once installed go to the help menu...very easy to set up an FTP server that way
