What is the windows debugging mode?

When i go to start my computer in safe mode using F8 i get the option to start in debugging mode what is it?

the operating system will run only the bare essential services and processes to start. this allows the OS to start when a faulty piece of hardware of software may prevent the OS from starting normally.

you should run your anti-virus and spyware programs in safe mode this allows those programs to possibly eliminate malicious programs before they would have initiated in the normal boot process.

also good to run defrag in this mode, it will finish faster and have access to more files that may need to be relocated during that process
