Update your virus protection. You might have the 'restart virus'.

do you connect to the internet by ethernet
if so you could be getting WOL signals over the net,
trust me i used to get it all the time on my old p2

i suggest you go into the BIOS to turn the feature off
to get into bios turn on machine when you power up the computer
these are the bios keypresses for the most popular bios's
AMD® (Advanced Micro Devices, Inc.) BIOS F1
AMI (American Megatrends, Inc.) BIOS DEL
Award BIOS DEL
Phoenix™ BIOS CTRL+ALT+ESC
Phoenix BIOS CTRL+ALT+S
Phoenix BIOS CTRL+ALT+INS

Warning: Making changes to BIOS settings can have adverse effects on the way a computer performs. Use caution when performing BIOS modifications. (but Wake on lan should not)

edit if you cant find the settings look for a little yellow set of three wires coming from your network card to the pc motherboard (on little white plugs) remove these and it may also help if it's there that is.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
