Persuade Cheney to step down so Condi could take over as Veep and start the ball rolling for 2008. I'd also end the embargo of Cuba and hope the shock sends Castro over the edge; certainly it's outlived any useful purpose it used to serve.
Next, declare any illegal in the country a hostile foreign invader and deputize all citizens to remove them by any means necessary. Anyone that leaves peaceably gets to reapply under an expedited and expanded system.
Begin the process of forcing Puerto Rico and the Native American tribes to decide if they're American citizens or separate nations; either is acceptable, but you can't have it both ways.
Begin prosecution of Senator Kerry, President Carter, Ramsey Clark, and Jane Fonda for treason. Propose reinstatement of the Sedition Act.
It would be hard to arrange in 24 hours, but it would be entertaining to coordinate with the Iraqi government to serve the outstanding warrant for murder on Muqtada al-Sadr. When he refuses to come out of his mosque, read out the part of the Geneva Convention that states a house of worship used for military purposes loses its protection from attack. (It's true, look it up.) Then drop some Tomahawks on the place and bring it down on his fat head.
Finally, I'd like to pull US troops out of a poorly conceived mission which has become a pointless quagmire with no endpoint, no exit strategy and no hope of a military resolution. That's right, it's time to withdraw from Bosnia!

If I became George Bush, I guess I would do whatever he would do, but if I had his job for 24 hours, that is different. I would first and foremost find out exactly what he knew from the moment he entered the Presidency; only for my own amusement. Then, I would call Israel and tell them they are on their own from this moment. That should solve the conflict in the Middle East.
