it depends on what kind of fish you have and how big it will get. also how many you have. if its just a few probably a small medium.

A 40 gallon should do. Althrough I have a 20 gallon and keep 11 Fish + snails in them. They seem to be fine. Althrough your fish are much bigger then any of mine. I'm not sure if fin rot applys to goldfish I know it does with betas.

I think you should get a 55 gallon fish tank. those gold fish are pretty big. With a bigger tank you would not have to do water changes or cleanings near as often. It would help with ammonia problems.

the bigger tank you get the happier the fish will be. so i guess it just depends on how happy you want them. that tank might stress them a bit. but in the future you will need a bigger tank

Small fish do have a length reduce. however, they'd nicely be some eights of an inch better because they have better room. not all guppies get to be the very similar length, so it is going to continually variety.

I have been told 1 gal per inch of fish, so you should still have growing room. They should do fine in the tank you have.
