Education cannot be a priority until there is a safe environment to live, abundant food and reasonable healthcare. Many countries that have lousy education are struggling with the above survival basics.
Could you get an effective education in Iraq with car bombs and shootings happening within earshot?
How about in Africa with not enough food or clean water. Could you sit in class and study when you are hungry and have diarrhea?
Or in China when your neighbors are dropping dead from bird flu or god knows what, and they use bear gizzards as medicine?

Education is not free because it is a premium. Information is collected, opined, and then recorded. Those who have invested in knowledge (teachers) are aware of the value of education. However, in order to be able to put information into a form that it can be distributed to large numbers of people has a price tag to it. Trees must be planted, tended, and harvested (remember that land used to grow trees does not have much other harvestability) in order to provide the paper needed to publish learning materials. So, education cannot be free everywhere because most learning materials are in a tangible form for use in teaching and for reference...tangibility costs to produce.
Those who teach also have families to feed and clothe and provide the basic necessities required for healthy living. This also costs. Transportation to and from public schools or private schools must also be added to the costs of education. And, those meals that are provided (for a fee) require individuals to be hired and retained by the school systems and they, too, have families to provide for.
In order to prevent errors in teaching techniques or content, there are overseeing agencies that monitor what is taught to students. They have families that are provided for by means of costs of education.

Because it takes money to educate. You have to pay teachers no matter what. And someone has to pay them. therefore education can never be free. It will either be paid out of the students wallet or through taxes.

Because the teacher's who teach the classes need to get paid.
Because the books they read need to be purchased.
Because all the school supplies (chalk, pencils, erasers, etc.) need to be ordered.
Because the building (electricity, plumbing, etc). needs to be maintained.
Do I need to go on?
Taxes pay for it in America. Not everyone shares our tax system.
