telnet is a terminal emulator programme that gives you acces to another machine - it needs the server version running on the machine you want to log into and the client version on the machine you are on

luckily it is built into windows, try
start>run>command and type telnet and then ? for the help

google for public telnet servers to find ones you can log into

Telnet is network protocol, like TCP/IP.

Windows comes with a telnet client, go to run and type in telnet.
