maybe the downstairs appt drain is plugged and the water is backing up into your drain..the landlord should have checked it out when you called..It will probably be OK until morning as everyone is asleep and not running water..you might want to bail out some sink water and pour in into the toilet, that will give you some sink room tonight incase someone does turn on the water and you will be prepared for the morning rush of water.

The best thing is wait until the morning and take some water out and pouring in the toilet so the place won t be flooding when you wake up in the morning if the place flooding they might sue you if the water reach down to the landlord at the bottom floor.

This is a problem with drains in apartment buildings. The fact is the plug might be somewhere along the line, far away from your unit. There's not much you can do about it really.
I would notify the manager again as to what happen, tell him you also took pictures and have a witness to the amount of damages. Get an estimate for cleaning. When they do get their act together and get things running again then send a bill to management along with copies of the pictures and copies of the affidavit signed by the witnesses and a statement as to the time element, the strain, the cleaning, everything. Wait and see what happens. Don't hold your breath.

You didn't mention whether or not if other drains were backing up, if so then it sounds like a backed up sewer pipe. First I would take pictures of the situation. Since you are a renter you do have rights. Inform the landlord that he needs to get it fixed ASAP. If he does not handle the problem I would call the local health dept or Fire department, since it is a health hazard.
