Joking aside (great question btw)
I'd include Ex-husbands (and, to be fair ex-wives) who are deadbeat parents, that don't visit or financially support their kids.
It would be REALLY hard not to succumb to the temptation to throw all the people who, in someway, wronged me. As I write this, I wonder if I would do it... that guy who cut me off in traffic today, for instance.... or that one psychology professor who only gave me a C on my final. I would like to say I wouldn't sink that low... but given that power?!?! Wow. Let's just say I'd hope I didn't do that.
Terrorists is an easy answer (ummm... am I at 76% yet?)
Rich people who have too much money and not enough common sense to give to the poor.
Those people who drive Hummers (and other WAAAY too big vehicles) and don't carpool... I mean, if you're going to polute the planet even more by your need for excess, then at least share the ride!
How about, just for fun, the people who create the really stupid reality TV shows?
Man, I must be somewhere around 50% by now, eh?
Drunk Drivers. They don't deserve to have the priveledge of life if they're going to risk the lives of innocents around them.
Drug users and others who abuse themselves. Life is a precious gift, you shouldn't waste it. (Ok, that one is a bit mean, I'll admit that).
You could just get really random, and choose people whose names begin or end with a particular letter, or have a certain number of letters in their names.
And then, just to top things off.... people who are so small that their hate consumes them. The people who spew hate against other religions, gender identities, races, etc. These people that hate think they're "above" the groups that they hate so much. Wouldn't it be great for them to end up "below"?
Again, great question... I'll have to remember that one at my next dinner party!

You can't answer this question. Who's to say the murder in the guillotine wouldn't be a good man if he had the chance to atone for his sins in another life. And since when does God have a quota? The standards aren't adjusted according to percentiles because then the majority of good Christians would go to hell cause they couldn't just be quite good enough. There are several bars set such as Jesus, or the Dali Lama to set icons for us to aspire to be like. But God is no fool, he created us, and he of all people know that even if we are capable of achieving extreme goodness or its opposite, that doesn't mean we are all given the means by which are meant to attain such a goal. A soul's examination is a case study, not a statistic.

Did he say anything about fooling around with the road signs? I'd first switch the arrows around, then put up a "No vacancy" sign. Wouldn't hurt to put a "Dead End" sign on the road to perdition, either. It might fool some, even though it's true! Mess up the oars on the boat over the river Styx so it just goes around in circles for a day... Then, just for the heck of it, slip some itching powder in St. Peter's robes.

You only go to hell if you believe in God, so atheists, agnostics, and everyone outside the Muslim/Christianity realm would be immune from my influence. That's a good 2.5 billion people there. I think I'd claim the rest of the population just to revive the planet a little bit.

I will disobey God immediately upon his leaving.
The numbers rule is out. I will allow everyone in on a voluntary basis.
All who wish to live in moral harmony with others are automatically welcome.
All who wish to enter who have committed offenses against humanity on any level are also welcome as soon as they pay the full price of their crimes on earth.
The criteria for entering is as follows:
1) They must turn themselves in to the authorities and offer written confession of all crimes in full detail (or as much as they can remember).
2) They must divest themselves of all assets in payment of any monetary damages done. When they run out of fines or assets, whichever comes first, they're done.
3) They must serve the full terms of their sentances in prison or die in the process.
4) They must commit no more crimes from the day of their spiritual awakening onward.
I expect one of two things to happen. Either far less than 24% will respond and actually come through the gates, or far more will accept my offer and I will let them all in.
If God is who we say he is, he can handle a little overcrowding problem, and I think he can forgive me.

If I were God and had all of his powers then I would simply change the rules. If I couldn't then I would not be God and therefore it is a moot question. You always have to be on the lookout for the infinite logic loops out there. That was actaully to easy, give us a harder one next time. so I have to actaully think.
Oh, and sorry if I rained on your parade like the rest of the gloom and doom brigade here, I just can't help myself with these philosophy logic conflicts. maybe I am too logical some days.

Since I don't have the wisdom of God the real answer is moot. Just for fun, Telemarketers, people who ask irritating questions on Answers, my Ex and for one hour, everyone I see driving like an a**hole. I'd send all the hateful christian leaders to hell and let all of the people who are wrongfully imprisoned go to heaven. I think we lock people up and throw away the keys for doing things that came about because society failed them... they've been punished enough on this earth!
