You have to "cultivate" it. Do things with your friend or be there during times of trouble in his or her life -- or just be there for him or her on a normal basis.
When you just start the friendship, you don't want to be too "clingy," so to speak, because that sends out bad vibes. Over time, you will both feel more comfortable around each other to express your true feelings.
Allow for differences in the friendship and don't act controlling over your friend (like commenting on his or her other friends). If the friendship turns out to be just a casual one, then be happy and leave it at that -- don't force the "close friend" or "best friend" role on a friend. If it happens, it happens.
Be positive in the friendship and validate your friend. People generally dump friends who are constantly negative and running them down.
And finally, always be on the lookout for a friend. Expand your friendship web to include a few close friends but several, if not many casual ones. If you are on a low time in your friendship quest, rely more on family members for the time being.
