I am not sure about the State of PA. However, once child proctective services ("CPS") are contacted, it's very hard to get rid of them. I do not mean that in a derogatory sense if those accused and proved of child abuse are in fact guilty. However, one phone call from someone will most likely bring CPS to your door. However, CPS has a way of weeding blantantly false complaints out. In other words, they are wise to it.
In the event your former friend carries out such a threat and there is not a truth to her threats, then you can sue her for damages. Also, you can sue on behalf of your children too if you are there legal guardian. You would sue her under slander and libel (defamation) if she signed documents testifying that the information she had given was the truth. If you possibly can, record any future calls or conversations with her. Good luck!

It sounds like she might be harassing you. If you told her to not contact you at all and she does then that's harassment. If you contact her first then you might not have a claim. Stop contacting her and begin to document her calls, etc. if she continues to harass you. Then call the police and present your evidence. They might just order her to not contact you but it's something official that says that she is harassing you. It'll help if she does call child services. Also, if she violates the order, you can take further legal action against her.
Remember, tell her clearly and calmly to not contact you ever again and begin to document her attempts to contact you. Take the high road, DO NOT argue with her or even talk to her, besides calmly reminding her not to contact you. Let her rant to your voicemail or e-mail, those are easy things to save for your evidence.

File a report for what?
Arguing with a friend or having a friend get on your nerves is not a crime, nor is threatening to call child services.
