For me, It's: "Everybody Hurts" by R.E.M.- When I think of Family that has passed on.
and : "I will always Love You" by either Whitney Houston or Dolly Parton, I don't care how tough you are, when your girlfreind sends you that song to listen to, It still gets to you.

One Sweet Day by Mariah Carey. I know you're shining down on me from heaven, like so many friends we've met along the way etc. I love the song and it always makes me cry.

Regina Spektor - Samson
Sarah Slean - I Will Love You
Charlotte Martin - Wild Horses (incredibly powerful and reeks of emotion. Best Rolling Stones cover of Wild Horses)
Explosions in the Sky - The Only Moment We Were Alone
Explosions in the Sky - Your Hand In Mine (these two are so emotionally powerful instrumental songs)
Dead Can Dance - Eyeless in Gaza (the sheer sorrow in her wailing voice is enough to send shivers through my body. When she hits those highs, the tears come)
Garth Brooks - The Dance (I don't like many modern country songs, but this is brilliant)
Matthew Good Band - Flight Recorder from Viking 7 (Matt and Hollly's vocals just tell this fantastic story with so few words.)
REM - Everybody Hurts (a classic. I first heard this song in grade 9, and I was going through some rough times so it reminds me. Such a sad song)
Tom Waits - Martha (You may remember Bette Midler covering this on SNL back in the 80s. It's one of those decades-have-passed-but-I-still-Love-You-Forever) songs, and it's so beautiful. But it's so sad because both have their own lives, and nothing could ever come of it at their age.
Gary Jules - Mad World (Reminds me of the finale of Donnie Darko, which in turn was a very sad moment in itself. The song just makes it that to the exponent of 3.)

Now for reasons other than sadness or sheer emotion:
Godspeed You! Black Emperor - The Dead Flag Blues (song is so incredibly depressing that it's hard not to be a wreck by the end of it, where they mock you with this happy little tune after taking you down so many notches, which only multiplies the effect of the song. Powerful.)
Radiohead - Street Spirit (Fade Out) (If this song doesn't do something to you, make you the least bit sad, then you must be eternally happy. Seriously, just a depressing song. Only the above can really top it on how much it hits you)

That's what I can think of. Yeah, there's a lot listed, but my music collection is huge, so it's expected. :P
And I didn't even go into Classical or Jazz or Blues. Heh.

So far, the only song that's been able to make me cry is "Meant to Live" by Switchfoot. I'm not entirely sure why, as I can't relate to anything the lyrics are talking about, but it's just a real tear-jerker for me. It's depressing.

"Dance With My Father" by Luther Vandross ALWAYS makes me cry whenever i hear it. Even though my father is still alive and well, the lyrics of the song are so touching and beautifully written. luther does a VERY good job of singing it too. he has the voice where you can feel exactly how he feels
