OK you could go with the legal def or the the plain def

the primary aggressor is simply the one who appears to be the one that acted more than the other.

OK....say a husband and wife get into an argument. the husband yells and screams but the wife slaps him. the wife at that point is the primary aggressor because she introduced violence into the the argument.

say a boyfriend / girl fiend gets into an argument. the girlfriend slaps the boyfriend and then the boyfriend hits the girlfriend.

they both may be primary aggressors. neither one had the right to do what they did and and according to most states family violence laws both may go to jail and charged as being the PA.

in a nut shell the PA is the one who did the act first or is the one that showed that they kinda took the lead in the act that was commited or if both parties acted in the same way and its a coin toss then they both can be the PA.
