Interesting that the site mentioned by another poster:

...says that improper fractions must be simplified to a mixed number: "you must simplify your answer". But then in the next section it says "The easiest way to work with mixed numbers is to convert them to improper fractions first, do the math operation, then convert your answer back to a mixed number". So if improper fractions are simpler to work with, why aren't improper fractions considered a simpler form? It involves less writing, and less work. In my work with fractions, I pretty much never write them in mixed number form. It makes things way too complicated!

I would say it is in simplest form, but I don't make out your report card, so my opinion really doesn't count. You have to learn your teacher's opinion on this one.

This is one of those kinds of questions asked of students by terrible teachers who should be fired. To answer the question, you have to get inside the teacher's mind, find out what the teacher thinks is the answer, and give that as the answer.
This kind of question is a total waste of time to students. They should be using that time practicing dividing with fractions instead.
