That's hard to say...
Pride and Prejudice is fairly romantic, as are all of Jane Austen's books.
I've always thought that the Anne of Green Gables series was very romantic.
I guess those would be my picks.

Any book that gives you an orgasm when you finish reading it should qualify as the most romantic book of all time. I have not found it yet, though.

I'm reading "The Portrait of a Lady" by Henry James, it's my first experience of reading his 'narrative consciousness' with good, lengthy descriptions with lovely, romantic scenes, especially in Chapter XII, between Isabel and Lord Warburton.

Katherine by Anya Seton,The love of the Duke of Lancaster for a woman who waited all her life for him,She at one time became the highest ranking woman in England. Her offspring by Lancaster be came the illustrious Beauforts of England.This story of the brother of the Black Prince(Plantagenet's) Is one of the most romantic I have ever enjoyed.

I loved Seize the Night by Sherrilyn Kenyon.It is a case of opposites attracting each other.And I do love a hero who is misunderstood but conceals a world of hurts within him.Yet he is not bitter and cynical and do not take out his pain on others.
Valerius isn’t a popular Dark–Hunter–he’s a Roman, which means that the largely Greek Hunters have a major grudge against him and his civilization for superceding them. To make things worse, he’s very conscious of his aristocratic background and breeding. So it serves him right when he runs into Tabitha Devereaux. To get a thorough background on Valerius and Tabitha you must read the earlier Dark Hunter novels by Kenyon.The first one is about Tabitha's twin sister.

I don't know because I haven't read all the books.
I also thought that 'pride and prejudice' and 'captain corelli's mandolin' were very romantic and nothing else comes to mind now.

Love isn't a major theme of Tuck Everlasting, but the parts that do contain bits of Jesse and Winnie's puppy love are very sweet.
