Women originally started shaving or removing hair primarily to lessen the chance of having fleas and lice on their persons. I believe that prostitutes also shaved in ancient Rome which may have some carry over in today's society.

Since the majority of the American society worry about their physicality, many american women shave because they don't want to look "bad" or feel humiliated because others don't like it.
In Europe, their society does not focus on the physicality as harshly as americans do. Now I don't mean to offend anyone here, but if you think about it closely, this is fact.

American Women shave because Betty Grabel did it in one film a real, real long time ago - women at the time couldnt buy stockings, so they emulated the look.
Not too many Europeans saw american movies at that time, so it never caught on there.....

of course it's something related to different cultures in europe and the US. but personally i don't shave becuase my bf finds my pubic hair sex appealing to him. i don't think it's gross as we usually take shower before sex to make it clean and smell good. anyway, i don't see imminent need to shave as i'm not a model (who will care except my bf and myself!?). and keeping the hair there doesn't mean it's dirty or what, as long as i care about hygiene very much.

but of course i'll need to shave when i wear bikini. that's another question.
