Depends on what's important to you. If education is important, note that Iowa ranks near the top in quality of education, graduation rate, literacy, etc. For that matter, the upper midwest (Minnesota, Wisconsin, Iowa) rank very high in these aspects.
There are other factors to consider if you are considering a move. Among them: state tax rates (income, property, and sales) can affect the cost of living. And, cost of living is important to some people - that is, how far will their paycheck go. Some people consider availability and quality of health care to be important. Others look at cultural and recreational opportunities and quality of local schools as well as crime rates and housing availability.
So, once you've decided what is important to you, then you can decide which is "better". Iowa is better for some people; Virginia may better suit others. It all depends on what you want.

Being an Iowa resident myself, it is nice being in the middle so if I want to travel somewhere it takes the same amount of time. Virginia would most definately be warmer, I'm sure. Iowa doesn't have ANY big cities... St. Louis, Chicago, the Twin Cities, Omaha and Kansas City are all approx 5 hours away if you're in the middle of the state. Iowa doesn't have any professional sports teams either so you'd have to drive that 5 hours to get to any of them. It is peiceful though and it doesn't smell like others may think.
You'd probably just want to visit each state and see what you think. It'll be an easy decision when you decide because they are extremely different.
And FYI ... Iowa's weather goes below 30 degrees off and on for only three months out of the year (Dec-Feb) so don't let that discourage you.

Hmmmmmm, mountains and beach with the big cities of DC and Baltimore just a couple hours away or. . . pig farms. did you know the population of the sate of Iowa is actually declining because no one moves there and the kids leave after college? Iowa govt is trying to attract immigrants because it is so homogenous, like 98% white and because of declining population.
I live in St. louis and I've driven thru Iowa, Kansas, and Nebraska plenty of times and believe me there is nothing there. Now, Virginia, I went to VA beach. It was October and it was 75 degrees (October in Iowa=30 degrees) And I saw pods and pods of dolphins swimming back and forth.
the choice is clear :)

It's a matter of taste, but I'd pick Virginia. It has mountains, coastline and less snow. The scenery is beautiful. Iowa is a perfectly nice state but it's mostly farmland and not too remarkable geographically.
