That means your SLAKOTH had already revolved to VIGOROTH.
It's not easy to evolve VIGOROTH to SLAKING because SLAKING is too powerful. U need your VIGOROTH to train well and make it fight a lot of battles and give him the encouragement. This will evolve your VIGOROTH to SLAKING .
By the way u have to go at least to level 32

36. i evolved mine in fire red. slaking sucks. but he is the second pokemon with the highest attack. the number one is deoxys attack mode
