It's actually not a gel. It is wax. That's why the lamp has to heat up for a little while when you first turn it on before it starts moving.

Well according the all knowing Wikipedia is colored wax and its not water its oil that sits on the lamp from what I quickly read.

It is a wax and when heated it begins to slime around. Pretty huh! and it is mixed with oil.
