its like these rodents and they live under ground , and in the beginning of the movie these men are dressed in these suits so they don't get poisened and they are setting off this gas and setting out traps. the little girl gets sick and the teacher gives all of her little friends a map and directions to build a flying thing so they can fly to the top of this cliff and get this flower to make her well again. and on the way they go through a construction site but they don't know that and they get scared of the big yellow machines, and they almost get ate by birds!!! i know it sounds crazy but it was my favorite movie when i was little and i have been tryin forever to remember the name.

I recall it cause McDonald's did a few toys for it. I think it was the Rescuers or The Adventures of Nimal or something like that.
They used a bent leaf as a boat and a dragon fly on the leaf shaft as the power. Think they were mice.
