sounds like the defroster is coming on the same time as the heater. check switch position, then check switches. then read the manual before doing anything--- this maybe normal, Is the air conditioning blowing cold on You?. Some a/c systems have a reversing valve that allows the a/c to be used like a heat pump.

It could be a bad vacuum solenoid on the actuator door, leaking vacuum line. Check your vacuum on a gauge and make sure you have good vacuum form the motor. I assume you have the heater controls set to heat only and do not have the defrosters on. I'll admit, I'm not that familiar with the Neon, but I did have a similar problem on one of my cars some time back.

If you have the setting to the windshield defrost mode, the A/C will be on. This dries out the air.

Otherwise how do you know it's blowing both? Not that hot? Heat from one section and cool from another. Be more specific.

i own a repair shop,and the only thing that will cause this to happen is the inside control in it on it,,the switch that divides the heat from the air can go bad and cause this,,my truck done this,and i had to get a new inside unit for it,,but that's what causes this to happen,,you might find a good unit used from a junk yard,,they usually cost around 30 bucks from a junk yard,,and around 170 bucks for a new one,,good luck hope this help,s.

1.See if you have a separate switch for your AC compressor.
2. Remember, if you put on your defrosters, your compressor also goes on
3. You can't have both blowing out the same vents at the same time - adjust your temperature setting.

Turn the A/C off, switch the one control to HEAT and the other to
VENT or FRESH AIR and turn on the blower. Hope this helps.

3 things to check 1st level of radiator fluid . 2nd thermostat. 3rd heater core some times the core gets plugged u can change the hoses around to unclog then put them back . u will find these hoses close to your blower going into the fire wall.

replace the heater core it's behind the glove compartment then it should work.
