I don't know about the best, but I can tell you, DON'T get an Evenflo... I've been through 2 of them and they have been crap.
The store I deal with has even stopped carrying them because of complaints and problems.
Graco is pretty good. Most of my friends have Graco or Peg Perego. But Pegs are a little pricier.

My aunt uses the Graco travel system. It's a very simple system, lightweight stroller, yet very durable. Everything is so perfect in my opinion. I wouldn't get evenflo... they had to do a recall on their latest Discovery infant seat. Graco also lasts long. I have a Graco stroller and I've had it for 4 years and it looks like it's still new! And the carseats are 5 out of 5 stars for safety rating. Happy choosing!

As the other posters said, Graco is great. I have the Pooh one for my new born, it's quite wonderful w/ all the features you could want. I hadn't heard about the evenflo recall, but I do know that their infant car seat can't be used without the base, which can be a real pain if you don't have it handy and need to go somewhere in a pinch.

I vote for GRACO!!! Modestly priced....great products!! My motto is: never spend more than a carpayment on a stroller!! Graco makes strollers/carseat combos that come in a variety of colors and designs. As an extra bonus....get her a spare car seat base to put in spouse's car or grandma's car!! Very useful if baby is going to be riding in more than one vehicle!!!

I have three kids and I think that in the beginning the most beneficial sets is an infant car seat and one of the stroller frames that they snap into. That way you don't have to carry around two heavy devices and, it all fits easily in the car. Also, I personally feel that Graco car seats are the safest and most convenient.

My friend recently sent me a link to the consumer reports after testing the carseats.. it was startling to see some fail miserably! You may want to check it out before purchasing anything for her.
