If he is on the bottom on his side and looks unable to swim to the top, he's probably having swim bladder issues. First of all, since he's sunk down, lower the water level for him to make it easier on him to swim up to get breaths, or else he will eventually drown. (If you don't already know, bettas get air from the surface and store it in their labyrinth organ until they use it up and need another gulp. Cool, huh?)
Fast him for several days and see if the problem improves. Problems with a fish's swim bladder usually arise from being overfed. If a week goes by and he still isn't showing signs of improvement, feed him a bit of cooked, peeled pea, as it is a natural laxative for fish. Usually this will turn the fish upright.
Other things you can do for him in the mean time is make sure he has very clean water (but try not to stress him with netting and all of that business) and that the water is warm enough. Also, just because you have a filter doesn't mean you can skimp on your water changes, so keep that in mind. Bettas are tropical fish and thrive in water that is about 75-80 degrees farenheit. Anyone that tells you bettas prefer cooler water doesn't know very much about tropical fish. Another thing you can do for now is keep the light turned off and keep the tank covered or in a dark place. The darkness reduces stress on the fish.
I hope he pulls through. Send me a message if you need anymore help.

examine the water temperature. For a betta it must be over 70F, and ideally up round seventy 5-80F. If it truly is too chilly that is precisely how they act, no capacity or urge for nutrition. you do not say what the different fish are, yet many are completely pleased with temps down in the 60s, it truly is why they are nevertheless doing ok. I have had a lot of Betta's sometimes this happens if they are in water that gets to warm. Is the tank is a warm room or in direct sunlight were it can elevate the heat in the tank. They will stay low to try and stay cooler.

Does he have a lump or anything? I know a lot of betta's get cancer, then just lounge around the bottom of the tank until the end. However, if they do that and don't have any lumps, it's usually just because they are depreased. However, once in a while they do do it, and die because of natrual causes. Try just cheering him up.

It sounds like swim bladder. Try feeding your betta just a regular pea. I know it sounds crazy just do it. If the pea does not work and your darling betta is not back to normal I don't know what to tell you. Good luck.

How old is your Betta? They typically only live about 3 years. It does sound like it's on its death bed, though. Very sorry.

If the BETA is alone in the water, have you checked the PH balance? Did you just change the watter with TAP watter withought treating it? a Beta will live in just about slime! If you change the watter, you need to first make sure it is within 4 degrees of the temp it was in. They cannot take the temp change we do. I think you killed your beta, flush him wjen he floats to the top!
