What exactly is an IP Blocker? And more importantly, what purpose does it serve? Can they keep you safer when you're downloading not-so-legal stuff? :)

it blocks specific ip's form conecting to your computer. as for the not-so-legal, no, it doesnt help much since anti-piracy groups are by no means above using proxy servers to mask their originating ip address.

programs like peerguardian do this.

IP blocker is basically one of the functions of a firewall. An IP blocker can go two ways. You can either block access to certain IP addresses, or you can block other IP addresses from accessing your computer.

A firewall would only help you from hackers. It will not prevent you from downloading illegal stuff or going to the wrong site.
