The wifi doesn't have that long of a range. If you're in a house, then 1-3 houses away from you is where its coming from.
That person has broadband connection and didn't enable a security feature in the router to enable encryption authentication. Most wireless routers are setup that way by default, which is bad. If that person every decides to look at his routers setup page, it will show him how many computers are currently connected. It may be just a matter of time before they figure it out (but they won't be able to tell where the person is located though).

Go to http://www.speakeasy.net/speedtest and do a speed test. If its hitting faster 1500 Kbps then its a 1.5Mb connection, not too shabby but not great. It you see a number like 4000Kbps then they have internet through their cable company and your using it won't be noticable. If you see 768 or below, then you better use it respectfully.

Sure it's wrong to use it. If I were him, I'd make plans on getting my own internet. But while I was waiting on them to hookup broadband to my house, would I use their connection? You betcha!

It isn't exactly illegal but you are correct for feeling it is wrong. It is unethical. The speeds he will get will be nothing compared to that if he were to sign up for his own service because you're piggy-backing off of someone else's service. The premise behind having wireless is so you can use it anywhere, not just at home. Subscribing to it you get a transmitting modem that permits you to take it with you on the go. Otherwise it is piracy.

Am I to understand that he gets online by getting a signal from someone else?

I'm sure if someone's service provides a signal strong enough to reach the road, anyone driving around could access it - but I sure wouldn't want it. Seems to me it could pose a danger to the privacy of all concerned.

someone that lives near him probably has a wireless setup that is not encrypted. i think it's wrong also, but its their fault for being stupid and not protecting themselves from people being able to access their connection
