I think Family Guy made fun of this once a while back. Alcholics Anonymous has a 12 step program to get rid of alcoholism. On Family Guy there was a bar or liquor store or something called "The 13th Step", which is obviously making fun of this.

The 13th step, when said in 12-step meetings (AA, NA, etc.) refers to hooking up with someone you meet at a 12-step meeting. Jokingly used as something you should NOT do, but many "newcomers" (and not new-comers, come to think of it) do this.
As for the liquor store reference in Family Guy mentioned above, I agree - I think they're inferring that the 12 steps of AA don't work, and that the "13th step" would be to drink again/relapse.

I have heard of this 13th step at al-anon meetings and wondered what it is too.

I just looked it up on the internet and found one explanation. It is a book titled "Discovering Confidence, Self-Reliance, and Independence Beyond the 12-Step Programs by Tina B. Tessina, Ph.D. "

I have also heard it used in a sarcastic manner in these same meetings so I am unsure. I hope someone might know for sure.

I believe it is a horror movie with suspense. If not they should make a movie called "13th Step"

If you are referring to 'the steps' as in AA (Alcoholics Anonymous), NA (Narcotics Anonymous), etc...there is no 13th step...they are all 12 step programs...if you aren't referring to this I don't know and can't try to help you unless you post more information. Good Luck.
