Because some women actually look like they have testicles. I have yet to see any men dressed like women that look very good at all [and I really don't care to]. But the flat chested woman in a business suit hold some merit even without testicles. Now if you take a really sexy woman and put her in a suit, bra-less and with see through panties, you have a sexy business woman. Men just don't cut it in women's clothes.
