Really high quality guppies are available at the auctions that are held after big fish shows.Look up the IFGA(International Fancy Guppy Association) Or the ALA(American Livebearer Association) websites and their related forums.There's a ton of good advice and helpful people out there. And fish show schedules too.

It really depends on what type of guppy you are looking to buy and how much you are willing to spend. Some local fish stores might sell their female guppies for .99 cents, whereas some fancy guppy breeders might sell you one male and two females for 45. dollars and this price might not include the shipping cost. Some colors or color combinations are harder to find, such as purple or good quality green tones on guppies, but many other colors are found easily.
As for "a good place"... Ensure that the fish store you go to keeps their fish reasonably taken care of - clean tanks, healthy looking fish, etc. Ask the mgr when they expect to get their next shipment of guppies and make sure to be there then or the next day to choose the healthiest looking and most attractive guppy.

I'm a firm believer in supporting your local fish store. Find a local store that you can trust and then shop there religiously.
Without people like us shopping there they will all go out of business and we'll be stuck with the likes of petco.
