.com is registered in the US
.com.sg is registered in Singapore
other than that there is very little difference between them

.com is for the international page while .com.sg is for the one specially designed for singapore.
majority of search engine like yahoo, google etc have specialized pages for separate countires and the .** extension is used to address them like
.sg for singapore
.au for australia
etc
