It's a place outside Accra: see the map : http://uk.multimap.com/wi/110733.htm
For more maps see: http://www.fallingrain.com/world/GH/0/Newtown.html
If you click on this map: http://www.ghanaweb.com/GhanaHomePage/images/accra_map.jpg you will see that it is just north of the Central Ring Road, east of Keneshi market ( the big one!). I did live in Ghana for a couple of years but I don't know that area, sorry! It seems to be just on the outskirts of the 'hub' of things.
It does exist!

Accra New Town is a district of Accra - the capital city of Ghana.
Within Accra there's a ring road running in a semi circle and enclosing the business, commercial, administrative and tourist areas of Accra. Outside the ring road is primarily residential districts and New Town is one such district.
Until I looked at a map I didn't know where it was and although it's a district I've driven thtough many times it's not one I'd ever noticed before so I guess it's safe to say there's nothing that stands out about the place.
Certain parts of Accra become well known (Cantonments or Medina for example) but New Town isn't one of those places so even by local standards I guess it's nothing spectacular.
Can't tell you anything more than that other than it's covered in red dust like the whole of Accra and undobtedly has lots of fun places to drink, again like the whole of Accra.
