Ok, so I decided to overclock my CPU (Pentium 4 3.2ghz) a little so I went into BIOS and boosted it up 10% in theory my speed should be
3.52ghz but both everest and system information read it as 3.20ghz 3.19ghz, but it feels ALOT faster.

Just go to system properties, right click on My Computer and then go to properties, the overclocked speed should register there. Then download CPU-Z. If both of those are registering the original speed, then the overclock did not take affect for some reason.

It probably is displaying the default clocking speed and not the overclocked speed. Windows isn't really smart when it comes to detecting CPU speeds. It's probably just reading the info that the CPU sent to Windows and not actually checking it.

Try downloading CPU-Z its a more reliable CPU benchmarking program. Failing that I'd say that you adjusted the FSB speed and not the CPU multiplier, or you upped the Core voltage instead.

I think that it just reads the info about the processor from the processor, if it feels faster and you did that in the bios, i am sure there is nothing to worry about.
