No, but most are. I watched a thing on Nova the other day and they say that most do. The way I see it is that the only way you will have a large cluster of stars together to make up a galaxy is if you have a huge gravitational force. That force is ether created by a gigantic star, or a large black hole.

Black holes have tremendous grvity. They are like strong vaccuums. Anything that gets to close to it will be sucked in. So, maybe it has to do with keeping the galaxy from flying apart.

We don't yet know. It appears that ours is. The astronomers are still working on the 'why'.
