The best looking dresses are ones that are not overly revealing. Nothing looks trashier than a prom picture with the girls hanging out.
So long as it fits you and you feel comfortable in it, you will always look your best.
If you're looking just for ideas, try jessica McClintock. The dresses are always well-made and are beautiful. Prices are kind of all over the place; I've bought dresses there for 150, and some for 600.

If you can find a Chanel dress... well, Chanel's always classy. The collections don't always include dresses that would work for a prom though.
It's got to be unique, though. The worst dresses are those that obviously came off a rack at Macy's. Steer clear of any large stores that sell lots of dresses. It's better to choose a dress that's the only one of its kind in its designer's collection.
It also has to flatter you without looking slutty.
And it should be one of the spring/summer 07 season's hottest colors, but also go well with your complexion. I'm sure you know what your colors are. It shouldn't take away from your face but rather make it look even better.
And, like, everybody gets jewelry from Tiffany's. Try something that'll be less common. Otherwise you'll be following the trends, not setting them, and since when is that hot?
Also what about shoes? I'd suggest Jimmy Choo stiletto sandals, because they're not too flashy and wouldn't take away from the dress and stuff. I wouldn't go any higher than 3.5" on the heel, because no matter how skilled you are at dancing in heels, it's never great for your feet. Also, any lower than 3.5" wouldn't flatter your legs enough with a long dress. So definitely 3.5" on the heel. Jimmy Choos range from like $400 - $900 a pair.

even the most simple dress can look amazing if it's the right shape for your figure. I would caution you to avoid dresses that look more like bathing suits than ballgowns....that's never classy.
I would suggest staying simple with colors and embellishments, but be unique with the style/cut of the dress. For example, instead of the typical a-line prom dress, go with something like a mermaid dress or other less-worn style. Whatever you choose, make sure that it works with your figure. There are many sites online that can suggest the correct cut for your shape. Here's one to get you started.

anything unique. pick out some patterns, mix and match to make it your own. no one will having your dress, and no one will look as hot as you. =)
