Just got a brand new fuel filter and put it on. Could it be the spark plugs.

sounds like a fuel flow issue, too little or too much

It could be a problem with air flow to the engine. I had the same problem after I had a new transmission put in. The car was nearly dying at stop lights and kind of sputtering and jerking when I accelerated. I noticed a hissing noise coming from under the hood and tracked it to a rubber connecter on the top of the engine. I've ordered the part, but in the meantime I solved the problem with several thicknesses of duct tape wrapped around the rubber part.

Could be just a dirty fuel filter. When did you last change it? Could be fuel pump going bad. It most likely has something to do with the fuel system.

First check for a vacuum leak. See if you have any loose hoses or hear any hissing. Other than that it may be the MAss air flow sensor. Don't know what kind or year car so it's hard to tell.

It sounds like the idle needs adjusting and perhaps the car needs a tune-up.
