As a concerned citizen of the Republic of the Philippines... and as with inappropriate information's I get from the biased and scattered news from all sources of media, I could not say who is the President of the Republic of the Philippines.

The President of the Philippines is Gloria Macapagal-Arroya.
As for the programs and policies, sorry, I don't have a clue.
