You should speak to the hiring manager about this opportunity to find out whether you even stand a solid chance first. Then, if you decide to apply, make an appointment with your boss to explain your decision to apply for this new position. Since it is in a different department, explain your interest in the department - you can also explain that you want to learn different sides of the business in order to become a more well-rounded employee. Then, go ahead and apply for the job. Be sure to maintain a high level of work ethic in your current position - no slacking off whatsoever. You don't want your boss to think that you don't care about your present position any longer. If you aren't selected for the position, it should be okay - you can't be fired for wanting to work in a different department. However, it may backfire on you if you then sought a promotion in your current department. But really - at the end of the day, if you really want to work in this new department, go for it. It will make you happy if you get it. If all else fails and you don't get the new job and you feel uncomfortable in your current position, you can always look for a new job elsewhere. Good luck.

If you APPLY for a job then Human Resources are not obligated to report that. If you are OFFERED a job the Human Resources will contact your boss. The problem is that when you apply for a job the best reference is your current boss. Even if you don't list him HR would contact the head of the department and work they way down to him.
Even if you apply for a job with another company they are going to want to contact your current boss. You can ask them not to do this, but they will wonder why and suspect that part of your reason might be with your performance. If you apply to HR in your own company then you can do the same thing, but the same suspicions will arise.
You can explain to HR that you do not want your current boss to know you are applying for a new job in another position, but at some point your boss will be contacted.
I suggest that you be upfront and honest, tell your boss that you are exploring the idea of moving to another country and you want to look around to see what options are available. Then if he is contacted he will know what is going on. If the job doesn't pan out then you can say you didn't like what was offered.
Your boss can't hold it against you if you are thinking of moving. You can come up with reasons that do not involve your boss or your current position.

Another country ?Well that is something not available from your Boss.....therefore it should not be viewed as a sleight by B.
Best thing would be to explain to B what your personal goal is (transfer to another country within the Company) and ask Boss to support your efforts in this regard.
Get a letter of recommendation from B. (Maybe you don't care too much for each other? B might give you a great recommend just to be rid of you? - oooops. :o) )
