Because to insult a person, you insult their mothers who gave birth to them and shares some of your genetics. If someone insullted a dad, some would come after you and beat you up! That leaves the mom, who also is as genetically close to a person as you can get. Some people think moms are weaker (yeah right), so they insult them to feel power (aka "bully"). Most, though, just use it as a joke (6th graders to college guys and a few girls).
