No, the IRS is closed on all Federal holidays.

The deadline for all payments and forms due on the 15th (or supposed to be postmarked on the 15th) is automatically extended to the 16th.

No they are not. If you need to make your fourth quarter estimated payment it is not due until 1/16 due to the 15th being a holiday. If you need answers or forms try the IRS web site www.irs.gov (also libraries and post offices will have forms but maybe not this early in the year).
