Turtles need heaters in their water, a basking lamp, heat pad (regulated, for night time use or in a diff corner of the cage), and a strong U.V light, the u.v light and the basking lamp off at night.
Depending on the species of turtle depends on how hot you need it, do some research on the specific species you have.

No you do not need to keep the light on the turtle all night just make sure it is pretty warm in the room with it. Do turtles have light 24 hours outside???

I would say no. An alternative to a heat light is a radiant heat bulb. It gives off heat but no light. I would think turtles would need a regualar light/dark cycle. Most of my tank lights are on timers to keep a regular cycle.

No- there should not be a light on all night. You only need ot heat the basking sites during the day, and the water should be heated by a thermostatically controlled heater to 75-80F.
