Your oven most likely has an ignitor that is not glowing. Call for service and the technician will figure out what is wrong safely and efficiently.

If the oven came with your rental unit, the responsibility for any and all repairs lies with the landlord. Inform the manager of the problem. The manager may also help you light the pilot if the oven is an older model that doesn't have electronic ignition.

If it is your oven, perhaps the shutoff valve at the wall didn't get turned on when the oven was connected. Pull the oven straight out several inches and look behind it with a flashlight. The handle on the valve should line up with the pipe. If it is at a right angle to the pipe, the valve is closed.

In case the oven has electronic ignition, you should check to see if its power cord is plugged in. You should also check that the electrical outlet is working.

You say that gas is reaching the water heater. Is that your own water heater for your apartment only? Sometimes apartments have a shared water heater, and the gas comes from a different meter. It would be more meaningful if you told us that your furnace works, because that would indicate that the gas is turned on to your unit.

Whatever you do, don't modify the gas plumbing. That would probably violate the terms of your rental contract and leave you liable if a mishap occurs.

Most gas appliances will shut off the gas if the pilot goes out. If it normally has a pilot light lit It will need reset and re-lit.
If you have not done this before call a friend who has to come over and help.

you are on the right trail, trace everything, and if you find there is no gas to the stove, then you will haft to tap in somewhere for it.you want to hard pipe it using an approved shut off valve at each point of usage.once you have a plan, then turn off the gas at the meter with a crescent wrench, and i like thread compound on the threads, not Teflon tape.once completed, you turn gas back on,smelling for leaks, then make up a soapy solution and apply to connections, and if it bubbles turn off gas and start over.also depot and Lowe's can advise you,and to a stove with an oven,i will run 3/4 inch black pipe and once by the stove,i use a gas flex line.

you may have an electronic start oven. there is no pilot light. A spark ignites the gas when turned on.
