I was given a really cool picture of James Dean, Marlyn Munroe, Elvis Presley and another guy who I don't reconize and they're all sitting in a diner. At the bottom of the picture it says Boulevard of Broken Dreams. What does that mean?

People who died too young. They still had alot of promise and gifts to give to the world, but drugs took that away from them and from us.
It robbed them of their dreams and in turn robbed us of what they could have given us. The other guy is probably Jim Hendixx.

The other guy was Humphrey Bogart. It efers to either Hollywood or Sunset Boulevard, and I guess its just a reference to the sad and tragic ways these 4 huge stars lives ended, as Hollywood is the known as the land of dreams, Hence Boulevard of BROKEN dreams.
Interestingly enough, there is a biography of James Deans life that shares the same title as your painting.

It's a song by the group Green Day. That guy in the picture is probably the front man Billie Joe

They all died pretty young, and some in the peak of their careers...they went from being on top of the world...I can't remember who the other person was but I have seen the picture.
