Look at acoustical lay-in ceiling panels. For $45 you could probably buy a bunch, and use multiple layers. They come in 2'x2' and 2'x4' sizes.

The best soundproofing is a combination of density and absorbtion. Those ceiling panels are designed to provide both, and they are fire rated, so they can remain exposed. Also, any little holes in the sound barrier will negate a lot of effort, so seal them up.

A 4' X 8' Sheet of 2" foil backed foam runs in the neighborhood of $35 and is a pretty good insulator which will not cause itching and is fairly easy to use.

yes, vinylcoustics sound barrier. It is a barium lagged vinyl mat. Used to insulate noisy rooms (band practice) from others. Call a distributor of "mechanical insulation" products. they will have all sorts of materials at very reasonable (less than $5 pr sq. ft) prices. They will also be able to provide you with the proper material for what you are trying to sound proof (wall/ceiling/drainpipes/etc).

I don't know of anything that is 100% soundproof, but thick foam rubber or Fiberglass insulation does a good job of muffling sound. Hope this helps.

When I was teaching public school music we collected egg cartons--the cardboard, not the styrofoam kind and made little practice corners. It worked pretty well. I don't know your circumstances, but you might be able to use this as a guide.
