The concrete mix should have just enough water to be workable. The more water in the mix, the less strength the concrete will have when cured. That is one reason that core samples are often required for construction projects where the concrete has to be pumped from the redimix truck, because the extra water added to the mix to make it easier to pump also weakens the concrete.

Too much water makes the concrete shrink too much during cure and can cause cracks.

you can add more concrete mix remember you can always add more water if too dry but you can not take away

add more dry concrete mix or to dry it up or chuck it out and start again if its critical.

Takes longer to dry (which can be good, less cracking), sometimes you will lose the top layer (actually the finish), but it could take years to happen. If it is already poured, don't worry about it. If you wonder how much is too much. it should slide off a shovel, but not run off.
