First close all running program in the taskbar.
The best way is the go into the directory where your program are located and try clicking on the icon within that folder.
If the program still doesn't load then you may need to reboot into safe mode and try again.
If you still have the same problem try reinstalling the programs.

Could you please be a bit more specific. What programs? When did this start? Did you install something unusual before this started?
If you post this info, I may can offer a bit more assistance, but for now it sounds like you have some malware. Download a anti-virus program if you don't have one. (http://www.avast.com) Also download a firewall if you don't have one. (http://www.zonelabs.com) You will also need some anti-spyware programs. (http://www.microsoft.com[Defender], http://toolbar.yahoo.com, http://www.safer-networking.org) Download the programs list above and see if they find anything. Be sure to run them in safe mode. If this doesn't help try a program called HiJack This. It may offer some more help. Just be sure to get some help with the results before deleting the other programs you shouldn't have to worry about that. God Bless.
