yeah you will have to include MUCH more information on this... and be careful if anyone tells you to open your computer, odds are this WILL VOID your warrenty with Dell

More information is needed on your question.

Is the problem coming up only on your picture application? Does your background look fuzzy? If it's just the pictures, then it's probably just the application. You might want to try viewing pictures on several different applications. Microsoft Picture Viewer, Kodak Imaging, Internet Explorer - just to name a few.

If you have a CRT monitor, you can do some adjustments (just
like on a TV) and clear the picture up yourself. If its an LCD-
(I don't know much about this but) I've read there's some-
thing wrong with the back-lighting or some missing pixels.
If you have a new LCD I would bet its defective. Also, you
could try adjusting yur resolution. Not enough info--give us
more.

Check your screen resolution and also make sure your graphics drivers are updated and that you have the right drivers for your monitor.
