Your question raised a few eyebrows with my friends......but anyway, on to my answer...
Yes, I think he should concentrate more on finding Bin Laden, if thats what your question is, because that *was* one of his main goals, which he seems to have forgotten. Bin Laden needs to be brought before the international courts to face terrorism and murder charges. But I think if Mr Bush could just concentrate a bit more on finding Bin Laden - that would be an improvement.

No, Bin Laden is an over pumped idiot who people think that if he is caught then terrorism stops...it's not that easy. Bin Laden is a cripple at best. I doubt he is even still alive.
