First of all, the best workout, for increasing both the size and the strength of the shoulders, is Push-ups, which mainly targets your Chest, your shoulder muscles and your triceps. I would recommend you to do the following workout(which is a variant of the normal push-ups):
Place both your feet on a 2.5 feet tall projection and your hands firmly on the ground, just like the initial position of the common push-ups. Your hands should be placed at a distance slightly greater than the width of your shoulder and bend your knees slightly to avoid back injuries. Keep your back straight and your elbows flexible while doing the exercise.

When you're comfortable with the initial position, go down slowly with your chest almost touching the ground. Try to push the weight of your upper body with your shoulder muscle and go back to the original position. Don't forget to inhale while going down and exhale while pushing your body up. You have to do this exercise slowly. It's OK if you do just 15 reps but you got to do it slowly!

I would suggest you to do 3 sets of 15 reps initially with a gap of 30 secs between sets. Leave a gap of at least a day before you do the exercise again. This exercise helped me increase both shoulder size and strength.

This is the best exercise for your shoulders before you start with weight training.
