I see marks around the penis head.... where they cut the forskin i think... i am not sure because i have forskin on my shaft of my p*e*n*i*s where i can pull it past the head of my d*i*c*k well not pull it past but i mean like when i j.a.c.k off i can get it past my head of my d*i*c*k when i am hard and i am 4 1/2 to 5inchs when hard. So am i cut or uncut? (i am serious please don't report this)

Sounds like you are circumcised but (a little difficult to be certain) you were given what is usually called a "loose" cut - where there is some skin left so that it can be pushed up over the rim of the glans.
The other extreme of circ is "tight" - where a lot of skin was removed which literally makes the skin tight all the way up the shaft - flaccid or erect.
If for any reason, you have difficulties with this "extra" skin you can be circumcised again to make it tighter.

I'm pretty sure they wouldn't cut right near your "head" to remove forskin. I have like a mark on the underside of my penis where they removed it, but I'm not sure if they can do a partial removal? They best thing would to ask your parents, they would know. But if you have some extra skin down there, then you are uncut or just partially circumsized

ok, when your penis is flaccid (not hard) does the foreskin cover the head of your penis ? If the answer is yes then you are not cut. If they foreskin is lower then the head then you are cut :-) When I jerk it, I too can get my foreskin above the head even though I am cut. Ask your parents, they will know, it's nothing to be embarrassed about :-)

Ok, serious question to help you...when you are not erect, can you see the entire head of your penis, or is the foreskin hanging over & covering the majority of your penis?

Dude if you don't know if you were circumsized I can't help you. The logical thing here is to ask your parents. Generally if the head is covered when soft, you're not, it it is out, you are. But there are exceptions

You might be circumcised I've heard of partial circumcision. That's where they only remove part of the foreskin. Witch could give this appearance.
