The guy has been arrested for stealing on many jobs and pawning items. Other than suing, what are my options? Is there some sort of dispute resolution that wont cost me lawyer fees? Should I file with the BBB? Any other ways I can make this guy pay or make his life so difficult he will want to pay?

When someone steals, you file a police report. It's really that simple.

It doesn't take a lawyer to file a criminal complaint or complain to the police or the district attorney. If there is mediation available in your area (look in the phone book under "Mediation"), you can try that, which sometimes is free or there is a fee assessed on a sliding scale by income, but only if the contractor also agrees to the mediation.

If he has already been arrested, the BBB can't do anything that has not already been done. If he is convicted, his license will most likely be revoked. If your property was recovered, you can get it back from the police after it has been used as evidence in his trail. The only other option that comes to mind is to check to see if their is a 'victims of crime fund in your area. I think these usually concentrate on victims that suffer physical injuries, but you could ask.

you probably need to file a police report before you can take it any further. If he was a contractor you could try filing a complaint with your state's licensing department.
