Steven will give it to you in moosdeep city. Go to his house in the northwest and he'll give it to you as a gift.

well this is not really how to get it but get a friend who already have the hm(dive) and beg them to trade it to you (attached it to a Pokemon when trading) and then wow you have the hm(dive)

after beating lthe gym leaders in mossdeep city,go to space center then beat team aqua and then go to steven's house he will give it to you
